SNA’s SBIR Phase III Technology

SNA’s Small Business Innovation Research (SBIR) Phase III contract vehicle provides federal agencies with a rapid way to deploy proven, mission-ready biometric, laboratory, and analytical capabilities.

What Agencies Gain

SNA’s SBIR-derived solutions help federal agencies obtain:

  • Fast access to proven solutions for biometric, laboratory, and analytical needs
  • Greater operational reach by connecting field activities to centralized subject matter experts
  • Proven expertise in expanding laboratory capability and capacity
  • Improved surge capacity to handle increased workload or evolving mission demands

SNA’s SBIR Technology

When SNA’s SBIR-derived technology is an essential part of the solution, agencies may use an SBIR Phase III contract even where the overall scope is broader than the SBIR-derived component itself. Our technology includes:

  • Automated reach-back: a platform that connects users to a central point of scientific and technical support, including DNAConnect® and related capabilities
  • Scientific and technical SME support: A reach-back support center staffed by subject matter experts in biometrics, laboratory operations, and related analytics.
  • Laboratory capacity assessment and build-out: Assessing existing capability, identifying gaps, and supporting the development or expansion of laboratory operations while meeting accreditation standards

If an agency needs any one of these technologies, the SNA SBIR Phase III contract is a viable acquisition strategy.

Flexible, Sole-Source Contracting Through SNA’s SBIR

Because SNA’s SBIR was already awarded through a competitive process, agencies may issue a qualifying SBIR Phase III award on a sole-source basis without conducting a new competition. That makes Phase III a faster way to move proven SBIR-derived technology into operational use. Features include:

  • Supports broader follow-on products and services so long as the work derives from, extends, or completes SNA’s prior SBIR efforts—even when the overall scope of the contract is substantially broader than the SBIR-derived component itself
  • May be awarded on a sole-source basis to SNA as the original SBIR awardee; no new competition is required for a qualifying Phase III effort
  • Uses normal agency appropriations rather than SBIR set-aside funds
  • Available for use by any federal agency, not just the original SBIR sponsor
  • Supports operational requirements such as deployments, integration, training, sustainment, and related services
